Finance Trust Bank was licensed as a Tier 1 Commercial Bank on 11th November, 2013, taking over the financial services business of Uganda Finance Trust Limited (MDI). Today Finance Trust Bank is a fully-fledged commercial bank serving a clientele of over 400,000 depositors and over 37,000 borrowers, through a network of 34 branches country wide. The bank offers a variety of Products and services including; Savings, Current accounts, Loans, Money transfer services and Bills payments to its target market which comprises of micro, small and medium entrepreneurs, salary earners and youth.
In order to meet the needs of its growing customer base, the company is seeking to recruit dynamic, self-motivated, result oriented professionals to fill the following position;
MANAGER, MONEY MARKETS AND LIQUIDITY
This position reports directly to the Head of Treasury and International Business and will be based at the Head Office of the Bank.
Role of the Job:
To provide a strategic oversight of the Bank’s liquidity and funding requirements for the Assets Book while maintaining an efficient liquidity management approach to sustain the Bank’s Operations.
Key Result Areas:
- Champion the Asset and Liquidity Management (ALM) process of the Bank and provide Secretariat role in the Bank’s Management ALCO meetings.
- Manage the Bank’s Banking and Trading Books within delegated limits to generate income flows for the Bank.
- In liaison with the Treasurer, set Trading limits for the Fixed Income Traders as well as the overall daily Open Position limit on the Fixed Income Book.
- Assist the Treasurer in developing and implementing Asset and Liability Management Policy of the Bank that guides the Bank on its Investment Policies and deployment of its Capital resources.
- Invest the Bank’s excess liquidity in approved assets as per Bank’s Investment Policy.
- Develop the Contingency Liquidity Plan for the Bank that guides the Banks action on incidental distressed liquidity management process.
- Develop fundable business proposals to both local and international funding institutions to support Bank’s long-term lending requirements.
- Negotiate terms of funding agreements with Bank funding partners.
- Coordinate funder due diligence and credit line review missions to determine credit worthiness of the Bank for each line of credit.
- Compile funding pipeline of projects appropriate to each project line and allocate these projects to individual lines of credit.
- Compile and submit conditions precedent for each funding line of credit.
- Conduct assessments and compile utilization and impact reports regarding funded projects for each line of credit.
- Develop partnerships with local and global Fund Managers for business liabilities growth.
- Ensure Bank’s compliance to Statutory Liquidity requirements in line with Bank of Uganda guidelines.
- Develop and put in place counterparty (Inter-Bank) exposure limits.
- Provide the Treasurer a monthly Maturity Ladder report, which details the Banks liquidity flows from maturing assets.
- Develop and provide Management and Bank of Uganda with monthly/periodic Interest Rate Risk and Liquidity mismatch risk reports.
- Responsible for ensuring that Money Market (Securities) Trading Positions are proactively managed to control Trading exposure to losses.
- Responsible for avoiding any regulatory penalties relating to statutory and Failure-to-Settle obligations of the Bank.

Minimum educational and technical competence requirements:
- Bachelor’s degree in Finance, Commerce, Business Administration, Economics, Statistics, Management or any related course.
- A certified Banking Qualification in a relevant field is an added advantage
- ACI Financial Markets (Dealer Accreditation) Certificate
- Relevant practical training in Asset and Liability
- Five (5) years’ experience in Treasury
- Knowledgeable of banking operations
- Good Analytical skills
- Excellent planning, report writing and presentation skills
- Good knowledge of MS Office, related applications Banking Software.
